On 22 May 2026, GMLPN hosted a webinar with Navigate exploring how FE providers can better understand Ofsted’s new Report Card framework. Here are the key takeaways.

A New Inspection Model

Ofsted has shifted to a multi-area Report Card with a five-point scale (Exceptional to Urgent Improvement), alongside:

  • A standalone Inclusion judgement
  • A binary Safeguarding check (Met/Not Met)

Providers start at ‘Expected Standard’ and must meet all criteria to move up, raising expectations across the board.

From Data to Real Impact

Inspection focus has moved from polished data to learner experience. Evidence must align:

  • Policy – what you say you do
  • Practice – what actually happens
  • Proof – the impact on learners

Critically, learners must be able to explain their progress, skills, and next steps.

What Matters Most

Personal Development

  • Embedded, not bolted on
  • Aligned to curriculum and careers
  • Measured by impact, not attendance

Inclusion

  • A core judgement, not a subset
  • Focus on progress of vulnerable learners
  • Requires proactive and responsive support

Work Experience

  • Quality over quantity
  • Clearly linked to career goals and skill development

Safeguarding

  • Strong emphasis on digital risks and AI awareness
  • Evidence of a culture of vigilance

Employer Engagement

  • Employers shaping curriculum, not just offering placements
  • Clear link between industry insight and delivery

Data with Context

Ofsted now expects “data with a soul” numbers backed by narrative. Providers must demonstrate:

  • Barriers to learning
  • Interventions and their impact
  • Learner journey and progression

Learner Voice is Critical

Inspectors are increasingly speaking directly to learners. If students cannot articulate their development, it may not count as impact.

The Bottom Line

Success in the new framework comes down to three things:

  • Consistent practice across provision
  • Clear evidence of impact
  • Learners who can confidently tell their story

Impact, not intention wins the grade.
